Took a gamble and it was the best $2 I've ever spent. Yes it it's not free like Adguard, but it's only $2. So I started looking for alternatives, and Wipr was one ad-blocker that people kept mentioning. To confirm that Adguard was causing all of the lag, I would quit Adguard and browse Safari without it and not to my surprise, the lag was completely gone. But still I would notice lag, jitter, and slowdown just from general browsing. Clicking on Safari would cause like a 3 second delay before it would open, then I would see the beachball, and then I would be able to use the browser.
